Targeted Address Extraction Case Study

Objectives

A client requested a targeted extraction of 10,000 residential, deliverable addresses within a specific Local Government Area (LGA) in Australia.

The dataset needed to reflect a bias toward economically disadvantaged areas, guided by SEIFA data from the Australian Bureau of Statistics.

Challenges

Isolating addresses in one LGA while reflecting real-world geography
Filtering by delivery and residential status using Australia Post’s rules
Skewing address selection based on SEIFA economic disadvantage scores
Ensuring the data was fit for purpose: accurate, mailable, and visually mapped

Solution

Hopewiser deployed a multi-layered data strategy to meet the brief:

1) GNAF Lookup

Mapped all addresses in and surrounding the requested LGA. Extracted key attributes such as latitude, longitude, and SA1 region identifiers.

2) PAF Integration

Enriched the address data with DPID and barcode strings via the Australia Post PAF (Postal Address File), enabling seamless mailing execution.

3) Deliverability & Residency Flagging

Applied MAF Permission data (via PAF Enhanced Plus) to classify each address as Deliverable, Residential, or Non-residential – ensuring every record met strict mailing criteria.

4) SEIFA-Based Skewing

Mapped SA1 regions using a vector LGA map and SEIFA scoring table. This allowed Hopewiser to isolate economically disadvantaged zones and skew the selection toward these areas for social impact relevance

5) Quality Filtering & Randomisation

Filtered results to include only those meeting all criteria. From there, randomly selected a statistically representative sample of 10,000 addresses.

6) Geospatial Mapping

Created a visual map of the extracted sample, highlighting geographic distribution and socioeconomic skew for client transparency and approval.

Outcome

The client received a clean, mailable, location-aware dataset tailored for targeted outreach. By combining address intelligence with socioeconomic insights, Hopewiser delivered a data extraction solution that was ethical, precise, and campaign-ready.
